Position Overview:
The Human Resources Manager is responsible for Pendleton Woolen Mills' textile manufacturing plants in Washougal, Washington and Pendleton, Oregon. The Human Resources Manager is responsible for recruitment and staffing, employee orientation, policy development, training, health and safety, employee relations, labor relations, performance management, and counseling.

Duties and Responsibilities:
  • Manages Human Resources processes for recruitment and staffing, employee relations, policy development and training. Supports 190 employees at the Washougal, WA textile mill and 40 at the Pendleton, OR textile mill.
  • Ensures company compliance with all existing legal and governmental requirements including any related to EEO, ADA, FMLA, OFLA, ERISA, SARA, CTR and OSHA.
  • Administers the Collective Bargaining Agreements for the Washougal, WA and Pendleton, OR mills.
  • Coaches and counsels supervisors on employee development, disciplinary actions and the grievance procedure, safety and leadership.
  • Manages the Human Resource Information System.
  • Manages Health and Safety Programs.
  • Reviews and manages unemployment insurance claims.
  • Reviews and manages worker's compensation claims.
  • Participates as a member of the negotiating team during contract negotiations.


  • Skills and Qualification Requirements:
  • Bachelor's Degree in Human Resources, Business or related field
  • 5 years or more experience with Human Resources responsibility for recruitment, retention, and policy interpretation in a manufacturing environment.
  • Management experience with Collective Bargaining Agreements in a manufacturing environment.
  • Broad knowledge and experience in employment law, recruitment, organizational planning, employee relations, safety, and training and development.
  • Demonstrated ability to communicate verbally and in writing with a diverse workforce and to maintain positive working relationships with all staff.
  • Excellent computer skills in MS Office environment
  • Ability to work independently.
